Campus Constitution Revisions

2010-2018 revisions to the Morris Campus Constitution and By-Laws

2014-15 Academic Year: By general request of committee chairs and membership of the Campus Assembly, and given several years had passed since the 2010 major revisions to the constitution and by-laws had passed, a small ad-hoc task force was created to categorize, review, and propose applicable amendments to the constitution and by-laws. These revisions would also serve to be the first "test" of the amendment procedural changes (Constitution, Article X).

The Constitution Review task force was represented by Jennifer Goodnough (faculty, chair), Mary Elizabeth Bezanson (faculty), Matt Zaske (P&A staff), Jenna Ray (USA staff), and Allison Wolf (student). In its final report to the Campus Assembly, a list of "follow-up" tasks and possible actions requiring broader campus conversations was presented. While the task force was successful in presenting and amending the constitution and by-laws in minor ways and regarding non-controversial topics, much potential work was identified and left incomplete.

November 2015-January 2018: By action of the Campus Assembly (November 4, 2015 Campus Assembly minutes), a formal ad-hoc committee to review the constitution and by-laws and to continue the work of the Constitution Review task force was approved. This task force was to be populated by the Membership Committee and to have a start date of December 2015 and complete its work no later than January 2018.

The Membership Committee solicited nominations and identified David Israels-Swenson (former Campus Assembly parliamentarian), Michael Korth (faculty representative to the 2010 revisions), and Matt Zaske (former Membership Committee chair and previous Constitution Review task force member) to serve on the Constitution Review Committee. The work of the Constitution Review Committee resulted in more broad and complex conversations within the campus community resulting in several further amendments presented for ratification. Perhaps the most controversial topic, a proposal to eliminate some standing committees, was researched and presented to the Campus Assembly for consideration. Final action on the committee elimination was forwarded to the Steering Committee for final consideration and action.

2006-2010 revision of the Morris Campus Constitution and By-Laws

The Constitutional Revision Taskforce was an ad hoc committee charged by former Chancellor Sam Schuman to review the UMM Constitution. Suggestions for areas of consideration included the amendment process and discrepancies between campus policy and practice.

History of the process:

Fall 2006: Open Forums were held Nov. 16 and Nov. 29. Questions discussed may be found in the Nov. 6 proceeding notes. Members of the campus community were also able to participate in the discussion via the on-line forum.

Fall 2009: The Campus Assembly approved a motion for the Executive Committee to make minor editorial changes to the proposed constitution. Amendments to the proposed constitution were brought to Campus Assembly and voted upon. A process for voting on the proposed constitution was approved by the Campus Assembly.

Spring 2010: A motion to approve the proposed revised constitution was voted upon by members of the Campus Assembly. There were not enough votes in favor of the proposed constitution for it to be ratified. A motion to bring the proposed constitution to the Campus Assembly again in the future was approved and the Executive Committee was charged with creating the process and leading this initiative.

Fall 2010: The Executive Committee implemented a process for again voting upon the proposed constitution. It was approved.
